Ex-MARINA chief cites visa-free scheme

A former administrator of the Maritime Industry Authority (MARINA) viewed the implementation of a visa-free visit to the Philippines by foreign passengers of cruise vessels as “a move in the right direction.”

Lawyer Nicasio Conti, erstwhile officer-in-charge of MARINA, noted that the Cruise Visa Waiver Program (CVWP), would boost Philippine tourism and establish the country as a premier cruise destination.

Conti said the CVWP marks the first time that a pro-active policy allows eligible foreign nationals to enter the country without a visa for up to 14 days.

He said the scheme would provide a “substantial boost to local tourism and position the Philippines as a cruise destination.”

“The introduction of the CVWP is a testament to the DOJ's (Department of Justice) commitment to fostering economic growth through innovative and flexible legal frameworks. Secretary Crispin Remulla has emphasized that the justice system is never a hindrance for progress and should always be made accessible, and at times flexible, to promote economic growth," Conti said in a statement.

“This initiative not only strengthens the tourism sector, but also enhances the country's global image, making it an attractive destination for cruise liners worldwide,” he added.

Conti said that for the thousands of Filipino seafarers, who are renowned for being the most competent and qualified crews on cruise ships globally, the CVWP would be a “source of immense pride.”

“It recognizes their contributions and elevates the Philippines on the international cruise map,” he said.

"The new policy aligns perfectly with the efforts to enhance the country’s standing as a top cruise destination, as evidenced by the Philippines winning the Asia’s Best Cruise Destination award at the World Cruise Awards in 2023", Conti pointed out.

The CVWP, implemented through Immigration Memorandum Circular No. 2024-001, is valid for a maximum of 14 days and requires foreign visitors to arrive and depart on the same cruise ship. The DOJ, in partnership with the Department of Tourism (DOT) and the Bureau of Immigration (BI), ensures that this program will lead to greater heights in the future, not just making the Philippines a top cruise destination but making our country a top tourist destination in the world.

“As a former administrator of the MARINA, I am delighted to commend the DOJ and BI for this exceptional policy. It reflects a progressive approach to tourism and maritime development, promising long-term benefits for our nation's economy and global standing. The CVWP is not only a strategic move to attract more tourists but also a significant step towards recognizing and boosting the morale of our Filipino seafarers, who are the backbone of the global cruise industry,” he said.

Conti said that the initiative by the DOJ “is a commendable effort to promote the Philippines as a prime cruise destination and a major player in the global tourism industry.” “It is a source of pride for the thousands of Filipino seafarers and an excellent opportunity to showcase the Philippines' natural beauty and warm hospitality to the world,” he ended.
