The Department of Foreign Affairs (DFA) through Secretary Enrique Manalo announced on Thursday its plan to file another diplomatic protest against China following its latest water cannon attack on Philippine government vessels in Bajo de Masinloc also known as Scarborough Shoal.
Manalo argued that the Philippine Coast Guard (PCG) and the Bureau of Fisheries and Aquatic Resources (BFAR) were the ones conducting lawful operations in the disputed reef that is located within the Philippines’ exclusive economic zone (EEZ).

“We were within our legal rights— certainly, we don’t understand why China again is repeating these actions which are clearly illegal,” Manalo said.
