The Philippine Bar Association (PBA) has expressed its willingness to provide a neutral venue for the proposed public debate between former Senior Associate Justice Antonio Carpio and Senator Rodante Marcoleta.
In a statement made public Friday, the association said it believes that an “open, reasoned, and respectful exchange of views is essential to an informed citizenry.”
“We recognize that the matters concerning the West Philippine Sea carry significant implications. A structured debate—grounded in facts, law, and civility—would meaningfully contribute to national discourse,” the statement read.
The PBA said the invitation is made in the “spirit of constructive engagement and democratic dialogue.”
Aside from offering a neutral venue suitable for media coverage and public access, the group said it could provide professional moderators with expertise on the subject matter and put in place clear debate protocols to ensure fairness, equal time and decorum.
Earlier, Carpio told Manila Standard that he is ready to attend a series of debates with the senator, in response to Marcoleta’s proposal for a “freewheeling debate.”
Marcoleta has publicly called for a freewheeling debate with Carpio to tackle issues surrounding the West Philippine Sea. He said the discussion should allow both sides to fully present their arguments before the public.
The senator earlier questioned certain positions on the West Philippine Sea, prompting Carpio to accept the challenge. Carpio said among the issues that could be discussed is the legal existence of the West Philippine Sea, which Marcoleta has disputed.
The retired magistrate also suggested that the first debate focus on the country’s claim of sovereignty over islands in the Kalayaan Island Group that are outside its exclusive economic zone.
Asked if he intends to set a date for the debate, Carpio said both sides must first agree on the topic.
