The Department of Information and Communications Technology (DICT), in partnership with the Department of Interior and Local Government (DILG) and the Anti-Red Tape Authority (ARTA), is accelerating digital transformation of local government units (LGUs) nationwide.
A key driver of this digital revolution is the eLGU System, a one-stop platform that empowers Filipinos to access a wide range of LGU services online. This initiative is part of the broader Electronic Business One-Stop Shop (eBOSS) program, a collaboration between DICT, DILG, and ARTA.
A robust network of 838 LGUs across the country has integrated into the eLGU System.
This platform offers diverse services, including business permit licensing, barangay clearance, building permits, working permits, community tax certificates, occupational and health certificates, local civil registry needs, and other LGU online services.
“This [eLGU system] will significantly assist citizens by streamlining various government processes and eliminating the bureaucratic hurdles associated with traditional methods,” DICT Secretary Ivan John Uy said.
The Philippines’ commitment to digital innovation has yielded impressive results.
The country has surged 31 spots in the 2024 United Nations (UN) e-Participation Index (EPI), securing the 49th position from 80th in 2020. This significant improvement reflects the nation’s growing ability to leverage online tools to foster citizen participation in government affairs.
The Philippines’ upward trajectory extends to the UN’s 2024 E-Government Development Index (EGDI), where the country now ranks 73rd from 89th in 2020, surpassing 16 countries and achieving an EGDI score of 0.7621, exceeding the global average of 0.6382.
The EGDI assesses a nation’s performance in online service provision, telecommunication infrastructure, and human capital development.
DICT undersecretary for E-Government David Almirol said that more than over 838 LGUs have been interconnected as of October 2024
“We have successfully integrated 375 LGUs in Luzon, 238 in the Visayas, and 225 in Mindanao into the system through a collaborative effort with the DILG, DICT, and ARTA,” Admirol said
“We anticipate that more LGUs will embrace the eLGU system, enabling streamlined processes and benefiting even the smallest LGUs,” he said.
The eLGU is also integrated with eGovPH SuperApp, a comprehensive mobile application designed to facilitate citizen-government interactions.
The DICT E-Government office aims to streamline LGU services by consolidating diverse government services onto a single platform.
Since its grand launch last January 2024, the eGovPH super app has been dedicated to providing essential services, with more than 9 million subscribers today.
The app also offers features like the Digital National ID, eNGA, eHealth, eReport, eTravel, eGovAI, eGovDocs, eResume, and more, each designed to simplify government procedures and enhance accessibility for the public.
