The Philippine Military Academy (PMA) rendered a Testimonial Parade and Review in honor of Philippine Coast Guard (PCG) Rear Admiral Rudyard Somera, Director of Coast Guard Strategic Studies and International Affairs Center in Baguio City on June 29.
The PMA bestowed the “DANGAL NG AKADEMYA” award to Somera in recognition of his outstanding service to the nation.
Somera is a proud member of the PMA “Tanglaw Diwa” Class of 1992 wherein he is a seven-time Dean’s Lister, a former Department of Science and Technology (DOST) scholar, and a 1985 graduate of Philippine Science High School.
Somera is also a Career Executive Service Eligible (CESE), the third and highest level of eligibility in the government bureaucracy career system in the country. Prior to that, he was a topnotcher in the Professional Career Service Examination with a rating of 91.62%, wherein he was invited to the “Brightest of the Bureau Program” of the Civil Service Commission (CSC). Somera also holds two master’s degrees, one in Master Development Management (MDM) from the Asian Institute of Management (AIM) in 2000 and another in Master in National Security Administration (MNSA) with distinction in 2010 from the National Defense College of the Philippines (NDCP).
