Speaker vows to sustain House legislative output in 2025

Speaker Martin Romualdez pledged to sustain the legislative milestones achieved by the House of Representatives under his leadership as lawmakers wrapped up 2024 with 13,454 measures filed—1,368 of which had been approved with 166 enacted into laws.

Romualdez’s yearend report published on Sunday covered the 19th Congress’ legislative sessions from July 25, 2022 to December 27, 2024. House legislators collectively filed 11,241 bills, 2,212 resolutions with one petition, and 1,319 committee reports.

“This Congress has set a new standard for productivity and purpose. Our collective achievements reflect our deep sense of duty to the Filipino people, ensuring that every measure we craft, debate, and pass uplifts lives, strengthens communities, and builds a resilient nation,” Romualdez said.

The chamber also processed 4,760 measures across 178 session days, averaging 12 measures per session day. It adopted findings and recommendations from nine committee reports on inquiries in aid of legislation, reinforcing its role as a guardian of public trust.

“We are not just legislators; we are guardians of public trust. Every inquiry conducted, every recommendation adopted, ensures that governance is rooted in integrity and service to the people,” Romualdez said.

The Speaker acknowledged its collaboration with the Senate as instrumental in refining and ensuring the practicality of the laws passed. Through effective conference committees and concurrence on amendments, both chambers worked to deliver responsive and implementable legislation.

“This Congress will be remembered as one of decisive action, unwavering unity, and transformative legislation,” Romualdez said. “We will not rest until every Filipino feels the impact of the progress we are creating—until we achieve a nation that is truly inclusive and empowered.”
