Speaker Martin Romualdez underscored the significance of providing financial assistance or “ayuda,” as a matter of justice rather than charity, highlighting its critical role in supporting millions of Filipinos during times of crisis.
In a speech marking the end of Congress’ session before the Christmas recess on Wednesday, Romualdez defended the government’s allocation of billions in social safety nets amid inflation, global conflicts, and natural disasters.
“To those who doubted the importance of social safety nets, let this be a reminder: ayuda is not charity; it is justice,” he declared. “It is our duty to ensure that no Filipino falls through the cracks, especially in times of crisis.”
Romualdez shared the story of a single mother from Samar who relied on ‘ayuda’ to keep her children fed and in school amid rising prices. He said she represents the story of millions, who are benefiting from legislative efforts to protect the dignity of every Filipino.
He assured critics of ‘ayuda’ that the Marcos administration remains transparent about how funds are spent, with the Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), and Department of Health (DOH) directly implementing these programs.
“All programs have real beneficiaries. There are real receipts. There is no notice of disallowance from the Commission on Audit. The work of Congress is to ensure the fund allocation, and that it reaches the beneficiaries,” according to the seasoned lawmaker.
Romualdez also highlighted the 2025 national budget, which allocates funding for the ‘Ayuda para sa Kapos ang Kita’ program (AKAP) as part of broader efforts to address the needs of underprivileged Filipinos.
“This is not just a budget. It is a blueprint for hope. It ensures funding for vital programs that bolster economic recovery, create jobs, and provide much-needed relief for struggling families,” according to the Leyte representative.
The House leader reaffirmed that governance goes beyond passing laws. He concluded his statement by urging his fellow legislators to continue championing policies that uphold social justice and alleviate the burdens of ordinary Filipinos.
