New ordinance offers amnesty for delinquent property taxes

Bayombong, Nueva Vizcaya – A new ordinance bringing significant relief to property owners with unpaid taxes has been passed by the Sangguniang Panlalawigan of Nueva Vizcaya.  

Provincial Treasurer Rhoda S. Moreno said the new ordinance, aligned with Section 30 of Republic Act 12001 (Real Property Valuation and Assessment Reform Act), establishes a robust tax amnesty program.

Authored by Board Member Patricio F. Dumlao and approved by Governor Atty. Jose “Jing” V. Gambito, the initiative will cover all penalties, surcharges, and interest on unpaid real property taxes. These include those associated with the Special Education Fund, idle land tax, and other special levies accrued prior to the enactment of the new law.

One of the key features of the ordinance is the flexibility it offers to taxpayers in settling their dues.

Taxpayers opting for an installment payment plan are required to make an initial payment of at least 50 percent of the total tax due upon entering into the agreement with the Provincial Treasurer. The remaining balance can be paid in installments, with the total payment period determined by the amount of tax delinquency.  

However, the said period must not exceed two years, with all payments to be completed by July 2026.

“This tax amnesty program is a crucial step in helping our property owners get back on track. It provides a fair and manageable way to settle overdue taxes while supporting the financial stability of our province,” Gambito said.
