State-run National Power Corp. (NPC) moved the bidding for the Accelerated Hybridization Plan (AHP) for four pilot areas to February 2025.
“We are in the final stages of preparing the bid documents to ensure a transparent and efficient process. The tentative target date to start the procurement process will be in the first or second week of February 2025,” NPC said.
NPC said it would post the invitation to bid at the Philippine Government Electronic Procurement System (PhilGEPS), the company’s website and bulletin board and in selected newspapers of general circulation.
It encouraged interested bidders to get in touch with NPC for updates.
NPC conducted a pre-procurement forum for the AHP in December 2024, with the participation of over 30 companies, which included an array of organizations such as renewable energy developers, system integrators, engineering, procurement and construction contractors, technology providers and the government agency Public-Private Partnership Center (PPPC).
“Notably, four foreign companies also joined the forum, demonstrating the global reach and appeal of the project,” the company said.
The AHP will allow the entry of the private sector to put up RE generation plants or facilities to supplement, augment or replace the existing capacities in the operations of NPCs Small Power Utilities Group (SPUG) diesel power plants.
AHP is a first of its kind for missionary areas or Small Power Utilities Group of NPC.
NPC president Fernando Roxas earlier disclosed plan to conduct the tenet for four pilot clusters in Bicol, El Nido, Batanes and Tawi-Tawi.
“Our AHP is targeting to replace about a quarter of our diesel consumption with RE sources. But even if we are successful with that, we still have to do something about the 75 percent fossil fuel usage. We are looking to pilot biofuels in two of our existing plants – one in Southern Palawan and another one in Western Mindanao. We are targeting to complete one or both of these in 2025,” he said.
