Revilla confident his bill will boost PNP performance

SENATOR Ramon Revilla Jr.  on Tuesday expressed confidence that Senate Bill (SB) 2449 or the Philippine National Police (PNP) Organizational Reforms Act would bring about  better performance by the country’s police
force.

Revilla, principal authored of the measure, made the observation on the heels of the plenary’s  unanimous approval of his proposed law on Monday.

“Is important for us to be able to streamline the PNP operations to make our police force more efficient and effective in the discharge of their duties,” Revilla said in Filipino. 

“It is about time that these long-awaited changes must be implemented. This will be beneficial for the institution and for the people they serve and protect,” he added.

SB 2449 seeks to create new offices under the PNP, such as area police commands in clustered regional offices for inter-regional operations and city police offices in highly urbanized and independent component cities.

The bill also eyes institutionalize special police offices to continue supporting the PNP.

These agencies were identified as the Philippine National Police Academy, the Strategy Management Center, the Human Rights Affairs Office, the Peace Process and Development Center, the Command Center, the Public Information Office, the Liaison Office for the Office of
the President, the Liaison Office for the Department of the Interior and Local Government, the Legislative Affairs Center, and the Office of the Police Attaché.

 The measure also aims to establish a command group composed of the PNP chief, deputy chief for administration, deputy chief for operations,
and chief of the Directorial Staff, whose members shall be selected from among the most senior and qualified officers in the service.

Revilla thanked his colleagues for helping craft the measure and eventually approving it, notably its sponsor, Senator Ronald dela Rosa.
