Army: Slain NPA leader snubbed surrender pleas

THE Army said the highest-ranking official of the New People’s Army killed in an encounter in Sorsogon has repeatedly ignored government appeals for him to surrender and avail himself of the benefits of the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.

Maj. Frank Roldan, spokesman of the 9th Infantry Division based in Camp Elias Angeles in Pili, Camarines Sur, stressed that their invitations, coursed through the family of the slain 57-year insurgent, Arnel Estiller, were simply ignored.

E-CLIP is the government’s holistic package of benefits for insurgents and extremists consisting of livelihood, medical, education, housing, and legal assistance to help return to society.

The Army said Estiller joined the rebel movement in 1985, participated in various extortion and anti-government operations and was facing multiple murder and frustrated murder charges.
