MMDA eyes carpooling, company shuttles to ease rider burden

The Metropolitan Manila Development Authority (MMDA) is considering a carpooling and company-based shuttle service scheme to ease commuter difficulties, reduce fuel consumption and improve traffic conditions in Metro Manila.

MMDA Chairman Romando Artes has sought approval from Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Vigor Mendoza II to allow privately owned vehicles to temporarily operate as shuttle services without a franchise, subject to a Special Permit.

The proposal aims to provide immediate relief to commuters affected by rising fuel costs, encourage ridesharing to cut the number of private vehicles on the road, help businesses ensure worker mobility, and contribute to traffic decongestion and fuel efficiency.

“In light of the ongoing global developments that have significantly affected energy supply and fuel prices, the MMDA recognizes the urgent need to implement responsive and practical measures to mitigate the adverse impact on commuters and the general public,” Artes said in a letter to Mendoza.

He said rising transport costs and limited mobility options have affected many workers across Metro Manila.

“As part of our immediate interventions, the MMDA is proposing the adoption of a carpooling or company-based shuttle service scheme to ease the burden on daily commuters, reduce fuel consumption, and optimize existing transport resources,” Artes added.

Under the proposal, Special Permits would be processed through simplified procedures with minimal requirements to enable the rapid rollout of shuttle services.

The MMDA said the operations would be limited to employee transport, non-profit in nature, and subject to LTFRB regulations and oversight.

Artes also assured that the MMDA would work with the LTFRB in crafting guidelines, monitoring implementation, and ensuring compliance with safety and regulatory standards.
