The Tourism Infrastructure and Enterprise Zone Authority (TIEZA) has scrapped the proposed aesthetic lighting project for Mayon Volcano in Albay following strong opposition from various sectors, including local government officials, environmental advocates, and the Catholic Church.
A notice of termination, signed by TIEZA Bids and Awards Committee chairman Nino Ruperto Aquino, was posted on Facebook by Legazpi City Mayor Alfredo Garbin.
The project, which had a P500-million approved budget, drew criticism from locals, the Albay provincial government, and the Diocese of Legazpi, prompting calls for its cancellation.
Albay Acting Governor Baby Glenda Ong-Bongao urged TIEZA to halt the project after a public consultation held on March 22-23, 2025 highlighted environmental and cultural concerns.
Bongao noted that the feasibility study overlooked Albay’s status as a UNESCO Biosphere Reserve and its ongoing nomination to the UNESCO World Heritage List.
The Diocese of Legazpi also issued a pastoral letter opposing the artificial illumination, citing ethical, environmental, and cultural reasons.
“Mayon does not need to be lighted up. She needs to be left alone,” the statement emphasized, adding, “The world has never seen Mount Fuji, Everest, or the Alps lighted up.”
TIEZA clarified that the project’s termination aligns with Section 41 of the Revised Implementing Rules and Regulations of Republic Act 9184, also known as the “Government Procurement Reform Act.”
The agency also announced the cancellation of the evaluation process for the lone bidder, Amigo Entertainment Technologies, Inc., in partnership with BF Corporation.
The decision comes after mounting pressure to respect the natural beauty of Mayon Volcano and safeguard Albay’s cultural and environmental heritage.
