Out of 156 party-list groups vying for congressional seats in the May 2025 elections, only eight would secure at least one seat in the House of Representatives if the upcoming polls were held today, according to a recent Social Weather Stations (SWS) survey.
Leading the race is 4PS (Pagtibayin at Palaguin ang Pangkabuhayang Pilipino) with 11.8-percent voter preference, though this reflects a decline from 13.51 percent in December 2024.
Duterte Youth follows in second place, registering 6.05 percent, a significant increase from 4.14 percent in December.
According to the Party-List System Act (Republic Act No. 7941), party-list groups must secure at least 2 percent of the total votes to earn one seat in the House of Representatives. Those surpassing this threshold are eligible for additional seats, with a maximum of three seats per party-list group.
Among all groups, only 4PS and Duterte Youth are projected to win the maximum three seats in Congress.
ACT-CIS ranks third with 5.41 percent, which is slightly lower than its 5.63-percent voter preference in December 2024. With this percentage, ACT-CIS is expected to secure two House seats.
Meanwhile, five other party-list groups have surpassed the 2-percent threshold, guaranteeing them at least one seat each. Senior Citizens garnered 3.43 percent, while Ako Bicol followed closely with 3.27 percent, reflecting a decline from its 3.56-percent rating in December.
Tingog secured 2.75 percent, also slightly lower than its previous 2.86 percent. Despite these declines, both Ako Bicol and Tingog remain among the top eight.
FPJ Panday Bayanihan and Kabataan also made it to the list, securing one seat each. FPJ Panday Bayanihan recorded 2.45 percent and Kabataan saw 2.11 percent. Both party-list groups have gained traction, ensuring their positions in Congress.
The survey, commissioned by Stratbase Consultancy, was conducted from January 17 to 20, with 1,800 respondents nationwide. It has a ±2.31 percent margin of error.
