THE Philippine Navy has designated Commander Jose Emmanuel Binalla as the new captain of BRP Valentin Diaz.
Littoral Combat Force chief Commodore Vincent Sibala presided at the change of command ceremony and awarded Binalla the Command-at-Sea Badge and Plaque

The citation is a coveted award for all commanding officers of navy ships. The award was a recognition for Binalla’s dedication as a commanding officer of various Philippine Navy vessels.
Binalla succeeded Commander Harold Tabora.
