DFA cancels Alice Guo’s ‘fraudulently acquired’ Philippine passport

The Department of Foreign Affairs (DFA) said that dismissed Bamban Mayor Alice Guo has a fraudulently acquired Philippine passport and is subject for further investigation and possible prosecution.

The Foreign Affairs Department said it received a certification from the Department of Justice (DOJ), issued by the National Bureau of Investigation (NBI) on August 24, confirming that the biometrics of Alice Leal Guo matched those of Guo Hua Ping in the NBI files.

In response, the DFA canceled the Philippine passport issued under the name of Alice Leal Guo. This cancellation, which was finalized on September 30, was executed in accordance with Republic Act 11983 or the New Philippine Passport Law.

Section 10 of said law outlines the grounds for denying the issuance of a passport, canceling a passport, or imposing restrictions on passports. One of the key reasons for passport cancellation is if it was acquired “fraudulently, tampered with, or issued erroneously.”

The DFA assured the public that those who violate this law are subject to investigation and prosecution by law enforcement agencies.   

“The DFA enforces Zero Tolerance Policy for unscrupulous individuals circumventing the  Philippine passport application and issuance procedures,” the department said in a statement.
