Senior citizens agency official suspended

The Office of the President has imposed a 90-day preventive suspension on the commissioner of the National Commission on Senior Citizens pending investigation of his administrative offenses.

In a four-page Notice of Charge, dated Feb. 2 and signed by Executive Secretary Lucas Bersamin, the suspension of Commissioner Reymar Mansilungan “takes effect upon receipt” of the notice.

He was given 10 days to submit his answer under oath, together with the affidavits of the witnesses and documentary evidence.

The commissioner has yet to comment on the suspension as of press time.

Mansilungan’s suspension was based on the complaint of Senior Citizen Party-list Rep. Rodolfo Ordanes and Miguelito M. Garcia.

Among the offenses are serious dishonesty, gross neglect of duty, grave misconduct, gross insubordination, and conduct prejudicial to the best interest of the service.

After its preliminary investigation, the Office of the President found prima facie evidence exists against Mansilungan, who was also accused of misrepresentation of his educational attainment in his application as NCSC commissioner.

He also received payments from public funds for supposed rental of an office in Lucena City, the notice added.

Mansilungan also charged his personal expenses for his meals and alcoholic beverages to the training funds of NSCS.

Another complaint noted that he did not designate a certain Irene Dumlao as NSCS executive director despite a nomination from former President Rodrigo Duterte during his term.

Mansilungan allegedly used the NCSC’s resources for his private activities and gave mid-year bonuses to contract of service (COS) personnel, which was a violation of the Department of Budget and Management and Commission on Audit policies.
