CDC reaffirms decision not to renew MCWMC contract

Clark Development Corp. (CDC) reaffirmed its decision not to renew the contract for service with Metro Clark Waste Management Corporation (MCWMC), which expired on Oct. 5, 2024.

Citing an opinion from the Office of the Government Corporate Counsel (OGC), CDC said extending the contract would violate the Build-Operate-Transfer (BOT) Law.

The Bases Conversion and Development Authority (BCDA) expressed its interest in developing the 100-hectare land area occupied by MCWMC in New Clark City.

The agency said it expects MCWMC to vacate the property and return any improvements made during the contract period.

PWS started collection of residual waste within the Clark Freeport and Special Economic Zone. “We are fully ready to start servicing Clark’s locators. We deployed our bins round the clock the past week as part of our comprehensive service, ensuring that waste collection is streamlined and efficient from day one,” said PWS Pampanga president Cara Peralta.

CDC issued on Sept. 16 a memorandum recognizing PWS Pampanga as its newly-accredited lone service provider authorized to handle collection of residual waste within Clark.

PWS Pampanga’s facility in Porac is designed to accept up to 5,000 tons of solid waste per day. It leverages advanced technology and state-of-the-art equipment to maximize resource recovery, aligned with its goal of reducing landfilled waste by 20 percent or less.

“Our main drive is centered on segregation, recycling, and overall waste conversion,” Peralta said.

He said with its strategic location, PWS Pampanga could effectively meet the waste management needs of businesses and local governments throughout Central Luzon and Northern Luzon.

“We are focused on forging partnerships with clients seeking more effective waste management solutions, ensuring they receive tailored support and innovative services for a successful transition,” Peralta said.
