Tarlac vice governor Carlito David expressed support for the provincial government’s endorsement of Senate Bill No. 2647 which aims to extend the corporate term and enhance the capabilities of the Bases Conversion and Development Authority (BCDA).

The vice governor said the BCDA’s continued work would create quality jobs and stimulate both economic growth and inclusive development. In July 2024, the Sangguniang Panlalawigan of Tarlac passed Resolution No. 289-2024, formally declaring their support for the Senate bill.

The resolution highlighted BCDA’s crucial role as a driver of national development, transforming former military bases into centers of economic growth and sustainable communities.

Tarlac and the BCDA teamed up on infrastructure development projects within New Clark City—a 9,450-hectare mixed-use development spanning the municipalities of Capas and Bamban.

Envisioned as the country’s first green, smart, and sustainable city, New Clark City is projected to house about a million residents and generate an estimated 600,000 job opportunities.

David expressed Tarlac’s gratitude to the BCDA for developing New Clark City, which already spurred economic activity and positively impacted the lives of residents.

SB 2647 seeks to amend Republic Act 7227 to extend BCDA’s corporate term for operational continuity; facilitate residential and affordable housing development; support the pension funds of the Armed Forces of the Philippines; and, promote local and foreign investor confidence.
