Quezon City Mayor Joy Belmonte on Thursday spearheaded the launch of the city’s online registration for its QCitizen ID that can be used to access various services, including the Q City Bus, health, and other social services.

An on-the-ground registration for the identification card will be piloted in Barangay Central on Jan. 15, she said.

“The registration will give importance to those who are on the priority list for the coronavirus disease 2019 (COVID-19) vaccine – senior citizens, persons with disability and frontliners,” she added.

The city government recently signed a tripartite agreement with the National Task Force Against COVID-19 and AstraZeneca Pharmaceuticals Philippines for the advance purchase of COVID-19 vaccines for its citizens.

Meanwhile, Belmonte has reconstituted the Ease of Doing Business and Automation Task Force to harmonize the city government’s efforts with various national policies and help further streamline the city government’s processes and services.

In her Executive Order No. 47 of 2020, she turned the existing Ease of Doing Business and Automation Task Force into the Committee on Anti-Red Tape and Ease of Doing Business (CART-EODB).

City Administrator Mike Alimurung is the chairperson of CART-EODB, while co-chairpersons are the heads of Business Permits and Licensing Department and Department of Building Official. The heads of various city departments and offices are members.

Alimurung said the QCitizen ID is a unified identification for all residents who would also replace the existing senior citizen, solo parent and PWD ID cards over time.

Existing ID cards would continue to be valid in the interim.

“The QCitizen ID will enable us to provide better services to citizens and allocate resources more efficiently,” Alimurung said.

“It will also be used to determine the priority list for the distribution of the COVID-19 vaccine,” he added.

Those interested must first create an account on the city government’s E-Services portal before they could apply for the QCitizen ID.

For those without internet access, the city will conduct an in-person, on-the-ground registration drive in barangays in the coming weeks.

“A resident cannot use a single QC E-Services account to register for multiple QCitizen IDs. A family member cannot use their own account to register parents or other relatives. They all have to register separately,” Alimurung said.

Those eligible to sign up are residents who have a government-issued ID or barangay certificate.

The city would provide all citizens with a QCitizen ID number and digital ID, but only residents 15 years old and above will be given a free physical ID card.

The digital version of the ID can be accessed via the QCitizen App, which is available on Google Playstore and Apple App Store.
