The Land Transportation Franchising and Regulatory Board (LTFRB) has authorized public utility vehicle drivers and operators to operate once a copy of their provisional authority is posted on the agency’s online verifier.
LTFRB chairperson Vigor Mendoza II said the move complies with Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
Under Board Resolution No. 388 of 2025, operators no longer need to wait for a hard copy of the provisional authority before deploying their vehicles, as long as the document is uploaded to the verifier system.
Mendoza said the policy protects drivers and operators since enforcement officers can immediately verify the legitimacy of their documents during inspections.
The decision is also intended to address more than 37,000 pending petitions, motions, and applications, while increasing the number of PUVs on the road ahead of the holiday travel rush.
