Several local government units (LGUs) declared suspension of classes on Thursday, July 3, amid heavy rains due to the combined effects of the low pressure area (LPA) and the southwest monsoon.

- Muntinlupa City (kindergarten and afternoon classes)
- Malabon City (afternoon classes in all levels)
- Manila (kinder to senior high school)
- Las Pinas City (all levels)
- Marikina City (all levels)
- Pateros (all levels)
- Caloocan City (all levels)
- Mandaluyong City (all levels)
- Quezon City (afternoon classes for preschool to senior high school)
- San Juan City (all levels)

The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) warned of heavy rainfall over the next three days triggered by the LPA in the following areas:
- Batanes
- Cagayan
- Isabela
- Kalinga
- Apayao
- Abra
- Ilocos Norte
PAGASA, meanwhile, forecast heavy rains over the following attributed to the southwest monsoon or ‘habagat:’
- Metro Manila
- Zambales
- Pangasinan
- Bataan
- Cavite
- Occidental Mindoro
