From Pantawid Pamilya to Pantawid Pag-asa: Lacson pushes for 4Ps reform

Senator Panfilo Lacson on Tuesday filed a bill seeking to expand the government’s Pantawid Pamilyang Pilipino Program (4Ps) to harmonize all social aid programs and penalize politicians who exploit them.

“With the unprecedented expansion of ayuda programs, critics have branded us the moniker ‘ayuda nation.’ Pressing concerns have been raised regarding the potential of various dole outs to foster dependency and, even worse, serve as a political tool that promotes the entrenchment of the culture of mendicancy,” he said.

The proposed Expanded 4Ps Act of 2025 aims to amend Republic Act 11310 and create a unified framework for distributing social assistance.

Lacson argued that while 4Ps is a valuable poverty-alleviation tool, it is undermined by a growing number of fragmented and duplicative programs, and warned that overlapping initiatives have opened the door to waste, fraud, and political patronage that erode public trust.

The senator noted that despite good intentions, many cash aid schemes have become tools for political gain instead of genuine support for the poor.

He added that the public is misled into thinking these funds come from politicians, when in fact they are sourced from taxpayers and government revenues.

Lacson said the new measure will consolidate government assistance under a new umbrella program called “Pantawid Pag-asa,” which will complement the regular conditional cash transfers under the current 4Ps.

Programs such as the Ayuda sa Kapos ang Kita Program (AKAP), Assistance to Individuals in Crisis Situation (AICS), TUPAD, and Food STAMP will be integrated into Pantawid Pag-asa.

Lacson’s bill includes safeguards against fraud and duplication through a centralized, standardized social protection database.

The database will streamline beneficiary identification and enable a more effective targeting and monitoring system.

The proposal also calls for severe sanctions against politicians found guilty of exploiting aid programs for personal or electoral gain.

Those convicted of such exploitation would face a lifetime ban from holding public office.

“Government resources are limited. Hence, prudence, efficiency, and responsiveness are crucial to ensure delivery of social protection within our means and on the right priorities,” he said. 

The bill emphasizes evidence-based planning to ensure only eligible recipients benefit from social assistance.

“By institutionalizing evidence-based planning and development of programs, we will maximize benefits for the poor and eradicate political opportunism in the distribution of social protection programs,” Lacson said. 

“Our progress shall be attributed to strategic, complementary, and coherent social protection programs that effectively and sustainably strengthen the capabilities of Filipinos,” he concluded.
