State-run Bases Conversion and Development Authority (BCDA) said over the weekend it signed two agreements with Japanese organizations for smart and sustainable growth of the John Hay Special Economic Zone and New Clark City during a high-profile visit to Tokyo.
The first deal is a memorandum of understanding (MOU) with Zip Infrastructure Co. Ltd. to test and possibly undertake a self-driven cable car system at Camp John Hay.
“This technology promises to enhance urban mobility, reduce traffic congestion and promote environmentally sustainable transportation solutions. By leveraging Zippar technology, we can create a seamless and efficient transport system within Camp John Hay, making it more accessible and enjoyable for residents and visitors alike,” said BCDA president and chief executive Joshua Bingcang after the agreement signing with Zip Infrastructure chief executive Takamasa Suchi.
Zip Infrastructure will conduct a feasibility study for a system called Zippar to determine the viability of an alternative transportation solution, alleviating traffic congestion and enhancing accessibility within Camp John Hay.
BCDA also signed a three-year partnership with the Organization for Public-Private Partnerships Promotion Support (OPPS) of Japan to attract more Japanese investment in New Clark City and other BCDA economic zones.
Bingcang and OPPS director and vice president Kimikazu Uemura signed the agreement.
“OPPS as a steadfast advocate for BCDA’s projects, and leveraging on your Japanese network and expertise to attract investment and foster international partnerships will be crucial and invaluable in raising awareness about the opportunities available in New Clark City and in facilitating collaborations with global stakeholders,” Bingcang said.
The strategic partnership aims to create a platform for business opportunities, promote information exchange between the public and private sectors, and identify suitable collaboration models with Japanese companies.
Investment focus areas include housing, estate management, sports facilities operations and maintenance, transportation, waste-to-energy solutions, smart city development, retail and any other sectors deemed mutually beneficial.
OPPS is a network of Japanese companies that specialize in facilitating public-private partnerships (PPPs) and private finance initiatives. They offer expertise in screening infrastructure projects and act as a bridge between Japanese businesses and partner governments.
