Members of the Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA) yesterday set out from Masinloc, Zambales to fish at Scarborough Shoal despite the Chinese fishing ban but had to turn back because of bad weather.
