The Bases Conversion and Development Authority (BCDA) and its subsidiary John Hay Management Corp. (JHMC) started the process of transferring ownership of land in Barangay Hillside, Baguio City to qualified residents.
Residents received certificates of recognition from the BCDA on Dec. 12, 2023, signifying their eligibility to purchase the land they are occupying since 1991.
“This is the first crucial step to jumpstart the process of excluding portions of Barangay Hillside from Camp John Hay. We hope this development gives the public and the residents of Baguio the assurance that BCDA and JHMC are committed to deliver our obligations insofar as they are consistent with Republic Act 7227 or the BCDA Law,” said BCDA president and CEO Joshua Bingcang.
The selection process for the beneficiaries followed specific criteria. Following validation and approval, the occupants will be given a chance to purchase the land for residential purposes.
Forested areas and water resources will remain under the jurisdiction of BCDA and JHMC. Vacant lots will be reserved for relocating residents currently residing in forest areas, water resource areas, and danger zones.
The initiative extends beyond Barangay Hillside, where BCDA and JHMC aim to begin the disposition of other properties within Camp John Hay to qualified beneficiaries in accordance with existing laws.
Baguio Rep. Marquez Go filed House Bill 9428 to declare certain portions of Camp John Hay as alienable and disposable, removing them from the jurisdiction of BCDA and JHMC.
The portions, encompassing 12 barangays, would then be open for disposition to qualified applicants.
JHMC president and CEO Allan Garcia emphasized the importance of empowering residents through land ownership.
“We are dedicated to the progress of Barangay Hillside, ensuring that its residents are empowered through land ownership. This initiative reflects our commitment to uphold the law and prioritize the welfare of the community,” he said.
