Albayalde sacks ‘abusive’ cop

Metro Manila police director Oscar Albayalde ordered the immediate relief of another policeman for misbehavior and abuse of authority.

PO2 Manuel Carvajal Taytayon has been placed under investigation and is now on a floating status at the National Capital Region Police Office-Personnel Holding and Accounting Unit in Camp Bagong Diwa, Bicutan, Taguig City.

Albayalde tapped Supt. Ernesto Barlam, head of the Regional Investigation and Detective Management Division, to investigate the case of Taytayon who figured on a viral video showing him “maltreating” a man and his brother, who is a minor, during a road altercation in Pasay City.

“I ordered them to meticulously review and determine the probity of the viral video,” said Albayalde.

Taytayon, who was assigned at the Southern Police District and is reportedly set to retire from the police service this December, said he will also file a counter complaint against the brothers for cyber bullying.

Albayalde assured the public that the NCRPO will not tolerate any misdeed and misbehavior of its personnel.

Taytayon’s case came a few days after two members of Manila Police District-Special Weapons and Tactics Unit were also sacked for their involvement in a scuffle and for indiscriminate firing inside a karaoke bar in Tondo, Manila.

The two SWAT men were identified as SPO2 Ryan Ymzon Marcelo and PO1 Ramadas Tonducan Mucas.

Since July 2016, the NCRPO has charged administratively 1,274 police personnel, dismissed 75, suspended 280, and reassigned 393 outside Metro Manila.

The NCRPO has initiated a campaign dubbed as Internal Cleansing Program which is aimed to instill discipline, build ethics, and evaluate the commitment level of each police officer to their sworn duties.

“The program is also an integral part of a progressive process; we must see to it that we discipline our subordinate and even ourselves. While we lead our men, we also make sure that their actions are guarded and in consonance with our organizational values,” said Albayalde.
