Memorandum Circular 18, signed by Executive Secretary Salvador Medialdea, also ordered the suspension of classes in private and public schools in Metro Manila.

The Supreme Court suspended work in several courts in Metro Manila because of the meetings.

The Metro Manila Development Authority said it will implement a “Stop-and-Go” traffic plan in connection with the meetings.

The areas to be affected by the plan are Senator W. Diokno Boulevard, Jalandoni Street, Vicente Sotto Street, Bukaneg and A. Dela Rama in Pasay City.

Some roads in Manila and Makati City will also be locked down, and motorists are advised to take alternate routes. The roads will be reopened after the Asean delegates have passed.

Meanwhile, work in government offices in  Manila, Pasay and Makati will be suspended on April 27.

But the  class suspensions on April 27 in the three cities will be left to the discretion of the schools there.

MC 18 also ordered the suspension of work in the government offices in Pasay City and in all offices located at the PICC from April 24 to 30.
