DoJ orders lookout vs 3 car scam suspects

THE Department of Justice on Tuesday issued an immigration lookout bulletin order against three more suspects in the scam where victims are enticed to rent out their cars for a sum of money but the vehicles will never be returned to them.

Justice Secretary Vitaliano Aguirre II said the ILBO covers Ana Borlon, Lea Rosales and Rafaela Anunciacion and covers all international airports in the country to report any attempt to leave the country. 

The ILBO cannot stop the subjects from leaving the country just like a hold departure orders, it requires them to ask for permission from the DoJ for their flights to ensure that they would come back while pending criminal investigation and for possible prosecution in court.

It requires personnel of the Bureau of Immigration to immediately coordinate with the National Bureau of Investigation should they find any of the three suspects about to leave the country at the airport.

“I enjoin all our immigration officers and everyone concerned to strictly discharge their duties. This rent-tangay scam has victimized a lot of persons, let us bring those responsible to our courts so that justice will be served,” Aguirre said.

It was the second LBO issued by the DoJ against suspects in the scam.  

Last Friday, the DoJ already issued a similar order against Tychicus Nambio, one of the alleged masterminds behind the scam, upon request of the Binan, Laguna prosecutors office. Nambio was earlier arrested in Biñan, Laguna over an estafa charge.

Aguirre also directed the NBI to investigate the scam, giving the agency only 15 days to submit a report to his office.

The DOJ chief said the suspects enticed car owners to rent out their cars from P35,000 to P45,000 a month. Once the owners agreed, their vehicles would never be returned to them. The car rental scam has victimized some 500 people per initial reports, he added.
