DoLE to review alien job permit issuance

THE Department of Labor and Employment said it would review the issuance of working permits to foreigners in the country to ease doing business here and to protect the interest of Filipino workers.

Labor Secretary Silvestre Bello III has instructed the Bureau of Local Employment to review Department Order No. 146-15 series of 2015, or the Rules and Regulations on the Issuance of Employment Permit to Foreign Nationals.

“By simplifying the procedures and ensuring that the Alien Employment issuance process is harmonized with other government policies, we can serve our clients better. This will also promote competitiveness and ease of doing business in the country as well as contribute in eradicating red tape,” said Bello.

Bello said the BLE would also conduct next week a workshop of (Department Alien Employment Permits) regional implementers, med-arbiter, technical support service division chiefs, and focal persons next week.

“The workshop will address all issues and concerns on the issuance of AEP. The goal is to come up with a synchronized, timely, and effective amendment that will be beneficial to the economy while protecting the interest of Filipino workers,” said Bello.  

The labor official said the workshop was in anticipation of the implementation of Joint Memorandum Circular on the Rules and Procedures Governing Foreign Nationals Intending to Work in the Philippines.

 “The workshop is being mounted by the BLE in anticipation of various changes in the procedures on the issuance of permits and visa to foreign nationals for employment purposes in the Philippines, particularly to those whose positions may constitute practice of professions and whose employers may be covered by the Anti-Dummy Law,” the DoLE said in a statement.  

The JMC seeks to synchronize various government policies on the employment of foreign nationals in the Philippines.
