Water district officials sacked

OROQUIETA CITY—The Office of the Ombudsman has ordered the dismissal from the government service of 10 top officials of the water district in this capital city, a court report recently stated.

The report said Ombudsman Conchita Carpio-Morales found the officials of the Oroquieta City Water District “guilty of grave misconduct.”

The Ombudsman identified the discharged executives as general manager Ricardo Ravacio, corporate account analyst Leonita Loma, board member Diego Yew; division managers Rosalyn Policarpio,  Aljun John Berenguel and Bobith Baloncio; finance officers Nelda Antonette Cabatingan, Arleen Adlaon and Joey Kim Villabert; and former district chairman Evelyn Catherine Silagon.

The report said the aforementioned OCWD top personnel were meted “the accessory penalties of cancellation of eligibility, forfeiture of retirement benefits, perpetual disqualification from reemployment in the public service and barred from taking the civil service examinations.”

The Ombudsman, in a separate decision, added that “the respondents would be indicted for multiple counts of malversation of public funds.”

The report noted that graft investigators confirmed the findings of the Commission on Audit that the accused local water district officers “caused 91 fund withdrawals totaling P790,515.80 which were spent as organizational costs and debt write-offs despite insufficient supporting documents.”

The Ombudsman further said “another P5,543,716.85 in public funds were also disbursed with no appropriate supporting papers.”
