DSWD, Globe, and GCash empower 4Ps beneficiaries with mobile connectivity

In a landmark initiative to enhance digital and financial inclusion among the country’s most vulnerable families, the Department of Social Welfare and Development (DSWD), in partnership with Globe and GCash, has launched the Mobile Phone Distribution Program, with Globe donating refurbished mobile phones to support the effort.  

This program, which aims to equip over 30,000 households under the Pantawid Pamilyang Pilipino Program (4Ps) with mobile phones, is a vital step in ensuring that financial assistance reaches those in need through secure and efficient digital platforms and provide them opportunities to participate in the digital economy.

The official turnover ceremony, held in Navotas Sports Complex last Tuesday, saw key figures such as Social Welfare Rex Gatchalian, DSWD secretary, Navotas Rep. Toby Reynald Tiangco, Carl Cruz, Globe Deputy CEO, and Oscar Enrico Reyes, Jr., G-Xchange Inc. (GXI) President and CEO. The officials highlighted the program’s role in fostering digital empowerment, symbolizing government’s commitment to bridging the digital divide, particularly for geographically isolated and disadvantaged communities.

Unlocking Opportunities Through Connectivity

Globe Deputy CEO Carl Cruz highlights Globe’s commitment to digital inclusion, underscoring how connectivity and mobile technology can empower 4Ps beneficiaries to access education, livelihood, and essential services.

In his remarks, Cruz emphasized the transformative power of connectivity, describing it as an enabler of opportunity, empowerment, and progress. 

“At Globe, we firmly believe that connectivity is not just about technology; it is about creating opportunities for individuals and communities,” he said

Cruz said the integration of mobile technology with financial services can uplift lives, noting that Globe’s dual pillars—telecommunications and financial inclusion—work hand in hand to support Filipinos in their digital journey. 

“Through GCash, we are helping 4Ps beneficiaries move away from cash dependency and transition to a future where they can digitally manage their funds with ease and security,” he added.

The distribution of mobile phones ensures that the most financially vulnerable families gain access to critical digital resources, reducing barriers to financial inclusion and modern banking. At the same time, access to the internet through the mobile phones gives members of the household the opportunity for online learning, job searches, online selling and online buying.

Financial Inclusion at the Forefront

The digital shift in financial transactions is particularly crucial for this set of 4Ps beneficiaries. The 32,000 identified beneficiaries of the initiative have been tagged by DSWD as Level 1 Beneficiaries or those who belong to the poorest even among the 4Ps beneficiaries. Many of them reside in remote areas with limited access to banking services. Reyes underscored GCash’s role in simplifying financial transactions. 

“With these mobile phones, beneficiaries can now receive financial assistance swiftly and securely, eliminating the inefficiencies and risks associated with cash transactions,” he said.

The initiative aligns with the broader vision of promoting financial literacy among marginalized communities. The DSWD, alongside its partners, will provide technical assistance and training to beneficiaries to help them navigate digital financial platforms confidently.

A Step Towards an Inclusive Digital Future

DSWD Secretary Rex Gatchalian emphasizes the importance of digital and financial literacy as he leads the launch of the Mobile Phone Distribution Program, ensuring 4Ps beneficiaries have access to essential digital tools for a better future.

For Gatchalian, the mobile phone distribution program is more than just about providing devices—it is about giving families access to a better future. “The DSWD, together with our partners, will continue to provide technical assistance and training in financial and digital literacy to broaden their understanding of digital financial platforms,” he stated.

Gatchalian also reiterated that the initiative supports the government’s broader agenda of poverty alleviation through technology-driven solutions. “By equipping our beneficiaries with the necessary digital tools, we are ensuring that no Filipino is left behind in the country’s journey toward digital transformation.” 

A Call to Maximize Digital Resources

As the first phase of the program unfolds, Globe and its partners encourage beneficiaries to make the most of their new mobile devices. Cruz expressed his hope that the phones will serve a greater purpose beyond communication. “We want these smartphones to be more than just a means for calls, texts, and social media browsing. We hope they will be used for education, livelihood, and digital financial transactions that can help improve their lives.”

The partnership between DSWD, Globe, GCash, and other stakeholders marks a significant milestone in the country’s digital inclusion efforts. As thousands of 4Ps beneficiaries embark on this new digital journey, the initiative stands as a testament to the power of collaboration in making technology work for the people who need it most.

With continued efforts in financial education, infrastructure support, and digital literacy training, the Mobile Phone Distribution Program is poised to become a game-changer in empowering low-income Filipino families—proving that digital connectivity is not just a privilege, but a right that paves the way for a more inclusive and equitable society.
