The district representative has been serving in the House of Representatives since 2019 and taken up the role the role of Deputy Speaker in 2021. Rep. Villar has been a dedicated public servant since her election to the House of Representatives in 2019. Representing the people of the lone district of Las Piñas, she has consistently championed their interests and worked tirelessly to improve their quality of life.
Her tenure in Congress has been marked by a strong commitment to community development. Through her legislative initiatives, she has sought to address the pressing needs of her constituents, focusing on issues such as women, youth or children, education, healthcare, and security. EDUCATIONAL BACKGROUND AND AWARDS
Rep. Villar graduated from the Ateneo de Manila University and IESE Business School Barcelona Campus.
Beginning her professional journey at Vista Land and Lifescapes, Inc. in 2010, Rep. Villar quickly rose, eventually becoming the President of Brittany Corporation. During Rep. Villar’s tenure, she spearheaded corporate communication strategies that enhanced the company’s brand reputation and strengthened stakeholder relationships.
In 2013, Rep. Villar transitioned to Vista Malls, Inc., where she developed and managed retail and commercial properties. Her expertise in strategic planning and business development has also been instrumental in her roles as a board member of Golden MV Corp. and as the current head of corporate governance and business development at Vista Land and Lifescapes, Inc.
Many have recognized Rep. Villar’s staunch leadership in the local government and her successes in the business sector. She has been honored with two prestigious awards at the Stevie Awards for Women in Business in Las Vegas, USA, and was recognized as both the Government Hero of the Year and the Female Executive of the Year in Asia, Australia, and New Zealand.
Her Government Hero of the Year award was bestowed upon her for her exceptional work in the COVID-19 response. During the pandemic, Rep. Villar and her team at AllValue Group implemented innovative strategies to support the community and mitigate the impact of the virus.
As Female Executive of the Year, Rep. Villar was celebrated for her outstanding leadership and the significant contributions of AllValue Group to the region, especially during the global health crisis.
HER CONTRIBUTIONS TO LEGISLATION
Filipinos felt and experienced the effects of Rep. Villar’s dynamic leadership through the different, robust legislation she submitted to the House of Representatives. These spanned diverse purposes, from cybersecurity to gender equality to primary education and culture, among other sectors.
Some of her landmark legislation during the 18th Congress include Republic Act 11479, or “An Act to Prevent, Prohibit and Penalize Terrorism, thereby repealing Republic Act No. 9372, otherwise known as the Human Security Act of 2007;” RA 11595, or “An Act Amending Republic Act No. 8762, otherwise known as the Retail Trade Liberalization Act of 2000, by Lowering the Required Paid-up Capital for Foreign Retail Enterprises, and for other purposes;” RA 11641, or “An Act Creating the Department of Migrant Workers, Defining Its Powers and Functions, Rationalizing the Organization and Functions of Government Agencies Related to Overseas Employment and Labor Migration;” RA 11650, or “An Act Instituting a Policy of Inclusion and Services For Learners with Disabilities in Support of Inclusive Education, Establishing Inclusive Learning Resource Centers of Learners with Disabilities in All School Districts, Municipalities and Cities;” RA 11898, or “An act Institutionalizing the Extended Producer Responsibility on Plastic Packaging Waste, amending for this purpose Republic Act No. 9003, otherwise known as the Ecological Solid Waste Management Act of 2000;” and RA 11900, or “An Act Regulating the Importation, Manufacture, Sale, Packaging, Distribution, Use, and Communication of Vaporized Nicotine and Non-Nicotine Products, and Novel Tobacco Products.”
In the current 19th Congress, Rep. Villar was a co-author of RA 11954, or “An Act Establishing the Maharlika Investment Fund;” RA 11958, or “An Act Rationalizing the Disability Pension of Veterans, Amending for the Purpose Republic Act. No. 6948, entitled ‘An Act Standardizing and Upgrading the Benefits for Military Veterans and their Dependents’;” and RA 11984, or “An Act Mandating Public and Private Educational Institutions to Allow Disadvantaged Students with Unpaid Tuition and Other School Fees to take the Periodic and Final Examinations.”
Rep. Villar is also the principal author of House Resolution 01581, which directs the House Committees on Women and Gender Equality and of Welfare of Children to conduct an inquiry on the reported rise of violence and sexual exploitation of women and children during the COVID-19 health crisis, with the end view of formulating multisectoral approaches and strengthening laws and policies to combat abuse of women and children.
The district representative is also responsible for House Bill 8352, or the proposed “Act Regulating the Use of Wearable Body Cameras and Dashboard Cameras by Law Enforcement Officers in the Course of Conducting a Search or Making An Arrest.”
As Rep. Villar continues to serve as a voice for the lone district of Las Piñas and provides leadership and strategic direction in legislative matters at the national level, she leverages the power of the office she holds to champion legislations that improve the Filipinos’ way of living and uphold human rights.
