Gov’t, Tsinoy groups join hands vs. KFR

In response to a recent rise in kidnapping cases, the Philippine National Police (PNP) is strengthening ties with the Filipino-Chinese business community and revamping its anti-kidnapping strategies.

PNP officials announced Tuesday that the police force is undergoing a major restructuring of its Anti-Kidnapping Group, following a directive from PNP Chief Gen. Rommel Francisco Marbil.

As part of the initiative, the PNP has partnered with the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII), which met with police leadership on April 11 to pledge support and offer assistance.

“The FFCCCII, with its 170 chambers from Aparri to Jolo, offered their help in sustaining peace and order,” said Police Major General Benjamin Alba.

One key proposal that emerged from the meeting is the establishment of a dedicated help desk—the PNP Chinese-Filipino Community Help Desk (PCFC)—designed to address the specific security concerns of the Chinese-Filipino community. The help desk will serve as a direct channel for reporting and coordination, particularly in high-risk areas.

Initial rollouts of the PCFC are set for Binondo, Manila—home to one of the country’s largest Chinese-Filipino populations—as well as other major cities such as Cebu, Davao, Iloilo, and parts of Region III.

If the program proves effective, the PNP plans to expand it nationwide as part of a long-term effort to combat crimes like kidnapping.

“This isn’t just about enforcement—it’s about engagement. By working hand in hand with our communities, especially those most at risk, we can build more proactive and sustainable solutions to protect lives and livelihoods,” Alba said.
