Tulfo bill seeks free gov’t documents for PWDs, single parents

ACT-CIS party-list Rep. Erwin Tulfo is proposing a law to make the acquisition of birth certificates and clearances free for persons with disabilities (PWDs) and single parents.

Tulfo, a deputy majority floor leader, said he will file a bill for such purpose today.

Under the proposed measure, security papers, as well as a National Bureau of Investigation, police or barangay clearance, and even a health certificate, would be free for PWDs and solo parents.

“Instead of paying for these requirements, their savings will be a big help to our PWDs and single parents,” Tulfo said.

“Most of the PWDs have maintenance medicines or therapy being paid, while single parents have to raise their children alone,” he added.

Any savings would be of big help while they are looking for employment, he said.

An existing law mandates that requirements shall only be free for first-time job seekers.

“This law that we will file is that every time PWDs and single parents apply for a job, they will get the requirements for free,” Tulfo said.
