SBMA chair Eisma steps down, cites ‘health, family’

Olongapo City—Wilma Eisma has stepped down as chairperson and administrator of the Subic Bay Metropolitan Authority (SBMA).

Eisma said she resigned to “focus on my health and family.” It can be recalled that Eisma had earlier submitted a letter of resignation in October for the same reason but the resignation was not accepted by Malacañang.

“At that time, President Duterte did not acquiesce to my decision, but at this time, thankfully, he favored my renewed request,” Eisma said in a statement.

Former Olongapo Mayor Rolen Paulino, who took his oath before Executive Secretary Salvador Medialdea this afternoon in Malacañang, replaces Eisma.

The Supreme Court (SC) meanwhile appointed Raul Villanueva as the new court administrator of the SC. He took his oath before Chief Justice Alexander G. Gesmundo at the Dignitaries Lounge of the SC.

Villanueva started his judicial career in 2002 when he was appointed Presiding Judge of Branch 255 of the Las Piñas City Regional Trial Court. He was at one point the Acting Presiding Judge of Branch 267, Taguig City RTC, and Acting Presiding Judge of Branch 4, Manila RTC. He also served as Executive Judge of the Las Piñas City RTC.

On March 2, 2010, he was promoted as Deputy Court Administrator (DCA), a position he held until his recent appointment as Court Administrator.

Prior to joining the Judiciary, Villanueva worked for various government institutions and served all three branches of the government: the Executive, the Legislative, and the Judicial departments. He was actively involved in the Philippine Judges Association (PJA) where he served as executive vice president.

In another appointment, President Duterte named former Department of Environment and Natural Resources (DENR) Undersecretary Edilberto Dela Cruz Leonardo to become one of the Commissioners of the National Police Commission (NAPOLCOM).

Leonardo, who represents the law enforcement sector, shall serve a six-year fixed term. His appointment was issued to replace former Commissioner Felizardo M. Serapio, Jr. whose term of office ended on February 11, 2022.

Leonardo was the undersecretary for Protected Areas and Special Concerns of the DENR while serving as the concurrent Executive Director of the Anti-Illegal Logging Task Force. Leonardo also served as the former regional chief of the Criminal Investigation and Detection Group Regional Field Unit of Police Regional Office 11 until his retirement from the police service on September 29, 2020.

At present, the NAPOLCOM is chaired by DILG Secretary Eduardo M. Año with vice chairman and executive officer Vitaliano N. Aguirre II, Commissioner Job M. Mangente, Commissioner Zenonida F. Brosas and Commissioner Leonardo, as regular members, and PNP Chief Police General Dionardo B. Carlos as ex-officio Commissioner. With Rey E. Requejo
