In a 14-page complaint-affidavit, Julieta Licup of Barangay Tinang, Concepcion, Tarlac said she and Rafael Teshiba Tulfo or more popularly known as Raffy Tulfo got married at the office of the mayor of Capaz, Tarlac on Oct. 26, 1982.
She claimed Tulfo married Jocelyn Pua twice in a civil wedding at a municipal court in Luna, Isabela on June 24, 1993 and at the Little Quiapo restaurant in Diliman, Quezon City on Jan. 20, 1995.
Pua is second nominee of the Anti-Crime and Terrorism Community Involvement and Support (ACT-CIS) that topped the party-list race in the recent May 13 elections.
She will sit as the party-list’s representative in the 18th Congress.
Licup complained Tulfo, who was then a radio announcer, abandoned her during her fifth month of pregnancy after a “huge” fight in Isabela.
She said she gave birth to their daughter, Grendy Licup Tulfo, in Tarlac on March 6, 1984.
“I went to great lengths and efforts to locate Raffy Tulfo through family, friends, and acquaintances but to no avail,” the complaint read.
When asked why the complaint was filed late, Julieta’s lawyer, Lifrendo Gonzales, said: “there are some things that have made her decide to file only now.”
He said Julieta is planning to file violence against women and children complaint against Tulfo.
The complainant said she was surprised to know that “my husband is still alive and is now a well-known television personality,” adding “and yet, I was shocked to learn that he already has a wife and a family.”
