Sulu solon asks CA to enforce order vs RTC judge

House Deputy Speaker and Rep. Munir Arbison of Sulu is asking the Court of Appeals to cite a judge from a lower court, along with three police officers, in contempt for ordering his arrest. 

The congressman filed a petition with the CA, and Branch 4 Judge Grace Alasco; Philippine National Police’s Criminal Investigation and Detection Group director Roel Obusan in Region 9; Supt. Richard Vercelez, and Sulu director Supt. Pablo Labra II for disregard, disobedience and made mockery of the writs and processes of the appellate court over the repeated issuance of an arrest warrant.

Alasco could not ignore the CA’s order for her to “cease and desist” from implementing her Sept. 4 order, Arbison said.

He said he was prompted to file a contempt of court petition following attempts by the CIDG to execute warrants issued against him by Alasco even if the CA had issued a temporary restraining order.

The cases against him were filed two decades ago, he said, adding many of the complainants were already dead or had migrated to Malaysia.

On Oct. 3, the CA’s Special 23rd Division issued the TRO “ordering the Regional Trial Court, 9th Judicial Region, Branch 4, Parang, Sulu, the agents and persons acting in its behalf, to cease and desist from implementing the order dated 04 September 2018.”  Rio N. Araja
