The Commission on Elections (Comelec) has started the nationwide distribution of voter’s information sheets (VIS) for Eleksyon 2025 with chairperson George Erwin Garcia leading the effort in Pasay City on Wednesday.
The VIS contains essential information for voters—including precinct numbers, polling locations, instructions for voting and using the machines—as well as lists of candidates for both national and local positions, along with party-list groups.
“This paper might look like any other, but it’s required by law. If people are asking why we’re only discussing it now, it’s because we’re just now putting the spotlight on the VIS that every Filipino is supposed to receive,” Garcia said.
The Comelec chief said the distribution of VIS will start across the entire country, not just in Pasay City.
The poll body employed temporary workers to distribute the VIS instead of relying on barangay officials, aiming to keep the process free from political influence.
“These distributors will receive Comelec ID cards and are required to deliver copies of the VIS directly to each voter,” Garcia said.
If the voter is not present at his or her registered address, an authorized representative may accept the VIS on his or her behalf.
“We remind our countrymen that you should sign the list presented to you. It will not be used for other purposes. We are asking you to sign as it will serve as a piece of evidence for the Comelec personnel that you received a copy of the VIS,” Garcia said.
“We urge voters to take a close look at the VIS. It includes important information like your precinct number, where to vote, how to cast your ballot and operate the machines, as well as a list of candidates and party-list groups at both the national and local levels,” he added.
Also joining Garcia in his distribution of the VIS were election observers from different organizations including the National Citizens’ Movement for Free Elections (NAMFREL), Parish Pastoral Council for Responsible Voting (PPCRV), and the Legal Network for Truthful Elections (LENTE).
