Middle East hostilities eroding foundations of civilian life — ICRC

A devastating pattern of warfare is eroding the foundations of civilian life in the Middle East, the International Committee of the Red Cross (ICRC) said on Holy Monday.

According to the ICRC, one month of hostilities has upended the lives of millions and sent shockwaves far beyond the region at a scale and speed that threatens to overwhelm the humanitarian response.

“In just four weeks, thousands have lost their lives, including first responders and humanitarian workers. Hundreds of thousands have been uprooted,” the organization said.

The ICRC reported that essential infrastructure—such as energy, water, and health facilities—has been damaged or destroyed. The use of heavy explosive weapons in densely populated urban areas has intensified civilian suffering and fear.

“The way hostilities have been waged has exacerbated the detrimental impact. Without respect for the rules of war, civilians will continue to suffer profound consequences that could outlast the current conflict,” the ICRC said.

The organization added that it is working closely with Red Cross and Red Crescent partners, who have mobilized thousands of staff and volunteers to assist affected communities.

The ICRC stressed that all parties to the conflict are bound by international humanitarian law (IHL), regardless of their position or adversary.

“Respect for the rules of war reduces the consequences for civilians, especially during military operations. All states have an obligation to respect and ensure respect for IHL,” it said.

IHL—also known as the laws of war—regulates armed conflicts, including the conduct of states and non‑state actors. It sets limits on how military operations may be carried out, anchored in the principles of distinction, proportionality, and precaution.
