The Department of Justice (DOJ) with its attached agencies and the Philippine Amusement and Gaming Corporation (PAGCOR) entered into a memorandum of agreement (MOA) on Monday, reinforcing their commitment to integrity, accountability, and responsible governance.
“We gather here not merely to sign a Memorandum of Agreement, but to reaffirm a principle that lies at the very core of public service: that those entrusted with the law must uphold it not only in duty, but in conduct,” said Justice Secretary Fredderick Vida.
“This data-sharing initiative is both timely and necessary. By enabling a more efficient and accurate identification system, we strengthen enforcement mechanisms and ensure that policies are not only written but meaningfully implemented,” he added.
The DOJ chief emphasized that the agreement is not about data restriction for its own sake, noting it is about safeguarding the integrity of public service.
“We recognize that technology and cooperation are essential tools in modern governance. This agreement demonstrates how interagency collaboration can produce tangible, practical solutions to real challenges. It is a model that we hope to replicate in other areas where coordination is key to reform,” said Vida.
PAGCOR chairman Alejandro Tengco shared that the DOJ is the first agency that expressed willingness to assist them in their mandate. He said they are currently struggling to expand their national database for restricted persons, adding that agencies tend to invoke the provisions of the Data Privacy Act.
Other agencies present in the ceremony include the Bureau of Corrections and Bureau of Immigration, among others.
