President Ferdinand “Bongbong” Marcos Jr. signed Republic Act 12315, extending the mandate of the Second Congressional Commission on Education (EDCOM 2) for two more years beyond its original three-year term that ended in December 2025.
The extension authorizes the commission to conduct additional research, consultations, and oversight of the implementation of the National Education and Workforce Development Plans, as required by law.
EDCOM 2 will continue coordinating with key education and social sector agencies, including the Department of Education, Commission on Higher Education, Technical Education and Skills Development Authority, Department of Social Welfare and Development, and Department of Health, as well as with Congress and other partners, to push reforms across the education system.
The law tasks the commission with guiding policy changes that will align school curricula, teaching strategies, and assessment systems with global standards and measurable learning outcomes.
It also directs the body to develop long-term solutions to address persistent gaps in school infrastructure, learning materials, and teacher training while strengthening the professional development of educators and school leaders.
In addition, the commission is mandated to update the country’s national education roadmap to incorporate emerging technologies such as artificial intelligence, as well as digital and green innovations, to help prepare Filipino students for future industries and improve workforce competitiveness.
Funding for the extended operations of EDCOM 2 will initially be sourced from the available budgets of the Senate and the House of Representatives. Any additional funding requirements will be included in future national budgets, subject to existing budgeting and auditing rules.
