Cagayan provincial board backs five-district reapportionment plan

TUGUEGARAO CITY — The 12th Sangguniang Panlalawigan (SP) of Cagayan has unanimously expressed support for a proposal to reapportion the province into five legislative districts, citing population growth and the need to enhance representation.

During its 30th regular session on Feb. 16, presided over by Vice Governor Manuel Mamba, the provincial board deliberated on a resolution backing the initiative of Governor Edgar Aglipay.

The resolution calls for the conduct of public hearings and appropriate legislative action on the proposed reconfiguration.

First District Board Member Atty. Romeo Garcia said creating additional legislative districts would promote more efficient governance and improve public service delivery.

“Members of the Committee expressed strong support for the initiative, recognizing that legislative representation must evolve alongside the growth and development of our province. In short, our position is clear — we support reapportionment,” Garcia said.

While the 1987 Constitution grants Congress the authority to create legislative districts, the SP said it is asserting its position on an issue that directly affects Cagayanos.

Under the proposal, the province’s 29 municipalities would be reorganized into five districts:

  • First District: Alcala, Amulung, Baggao and Gattaran
  • Second District: Abulug, Allacapan, Ballesteros, Claveria, Lasam, Pamplona, Sanchez Mira and Sta. Praxedes
  • Third District: Iguig, Peñablanca and Tuguegarao City
  • Fourth District: Aparri, Buguey, Camalaniugan, Gonzaga, Lallo, Sta. Ana and Sta. Teresita
  • Fifth District: Enrile, Piat, Rizal, Solana, Sto. Niño, Tuao and Calayan

All SP members, including Mamba as presiding officer, voted in favor of the resolution.
