Sen. Sherwin “Win” Gatchalian on Tuesday filed a bill to amend the Philippine Teachers Professionalization Act of 1994 by expanding the Board for Professional Teachers and reforming teacher licensure exams.
The measure also mandates separate examinations for special needs and early childhood education in addition to elementary and secondary levels.
“It is important to ensure that our teachers are well-prepared and equipped with sufficient skills and knowledge, especially as teaching methods continue to evolve,” Gatchalian, vice-chair of the Senate Committee on Basic Education, said.
The bill authorizes the Professional Regulation Commission, in coordination with the Teacher Education Council, to define exam coverage for other teaching specializations and set appropriate qualifications.
Teachers who fail the licensure exam twice would be required to take a refresher course under the proposed law.
The legislation also recommends submitting a portfolio demonstrating knowledge and skills aligned with professional teaching standards for the Board Licensure Examination for Professional Teachers.
