PCSO secures global honors, accreditation

The Philippine Charity Sweepstakes Office (PCSO) has officially solidified its status as a world-class gaming institution after achieving the prestigious Level 3 Accreditation for the Responsible Gaming Framework from the World Lottery Association (WLA), a first in the Philippine gaming industry.

The certification, awarded in January 2026, marks a historic leap for the agency. Moving from Level 2 to Level 3 signifies that PCSO has transitioned from setting goals and visions to the actual planning and implementation of global best practices.

This ensures that every PCSO game is supported by a dedicated budget and concrete resources focused on integrity, player protection and ethical operations. All PCSO lottery draws are also ISO-certified, further reinforcing the agency’s commitment to transparency, accuracy and internationally recognized quality standards.

The WLA is the exclusive global authority on lottery governance, representing more than 150 state-authorized lotteries across over 80 countries. To earn Level 3 accreditation, an agency must pass a rigorous audit conducted by an independent assessment panel of international experts.

By reaching this milestone, PCSO now aligns itself with leading lottery operators in countries such as the United States, Italy, Bulgaria, France, Turkey, Brazil and Argentina, among others.

The accreditation underscores that the Philippines is no longer merely a participant in the global gaming industry but a leader adhering to the same stringent safety and transparency standards as the world’s most advanced nations.

The international recognition comes on the heels of another milestone for the agency.

In December 2025, the Governance Commission for GOCCs (GCG) ranked PCSO as the top government-owned and controlled corporation (GOCC) in the country.

With a record-breaking performance rating of 100.63%, PCSO topped all other GOCCs. The ranking cited the agency’s transparency, revenue growth and social impact through programs such as the nationwide distribution of patient transport vehicles, medical assistance initiatives, disaster and emergency relief operations, medical equipment donations and partnerships with non-government organizations.

This achievement also coincided with PCSO General Manager Melquiades Robles being named one of three finalists for the GCG Leadership Award.

“This international certification is more than just a plaque on the wall. It is a testament to our solid commitment to the Filipino people,” Robles said.

“Being named the top GOCC in the country and now earning Level 3 WLA accreditation shows that we are serious about combining heart-led public service with world-class professional standards,” he added.

With its dual status as the country’s top-ranked GOCC and a world-certified lottery operator, PCSO continues to position itself as a secure, transparent and world-class engine for nation-building.
