THE Metropolitan Manila Development Authority (MMDA) has warned the public against a new version of scam involving alerts for unpaid traffic violations under the No Contact Apprehension Policy (NCAP).
The warning was raised following reports about motorists receiving text messages supposedly from the Land Transportation Management System (LTMS) regarding alleged unpaid fines for traffic violations captured through NCAP closed circuit televisons.
The message advises the receivers to make the payment within 24 hours.
The MMDA clarifies that official email notifications originate exclusively from “no-reply@mmda.gov.ph” while text messages come solely from the sender “MMDA_NCAP”.
The agency also emphasizes that legitimate NCAP notifications will never include payment links, options to reply to the sender, contact numbers via SMS, or the name of any registered vehicle owner.
To avoid falling victim to the scam, motorists are advised not to click on any links or buttons in suspicious messages and to verify such information through legitimate channels.
In instances of receiving dubious emails or texts, the public is encouraged to contact the MMDA Hotline at 136 or reach out through the official MMDA social media accounts for confirmation.

The NCAP is a policy involving closed-circuit television cameras, digital cameras, and other technologies to capture videos and images of vehicles that violate traffic laws, rules, and regulations. It was established to support the efforts of MMDA traffic enforcers and ward off anomalies in the traffic enforcement terrain.
