MMDA, Globe sign disaster pact

​The Metropolitan Manila Development Authority (MMDA) has announced a partnership with Globe Telecom, Inc. to improve disaster readiness in the National Capital Region.

This partnership addresses issues highlighted by research regarding a possible magnitude 7.2 earthquake originating from the West Valley Fault, which could affect 40% of the region.

Both parties formalized their agreement, effective from October 15, 2025, to October 14, 2027, strengthening their mutual dedication to disaster preparedness and response in Metro Manila.

​“This agreement with Globe Telecom marks a milestone in safeguarding lives by ensuring Metro Manila stays connected in times of crisis. It underscores the power of public‐private partnerships in building resilience, and we invite other industries to join us in strengthening communities in Metro Manila,” said MMDA chairman Don Artes. “The initiative reflects the directive of President Ferdinand R. Marcos Jr., under Bagong Pilipinas, to strengthen disaster preparedness to build a more resilient and ready nation in the face of climate change-related risks and natural hazards.”

​“This milestone agreement with the MMDA underscores our shared commitment to safeguarding lives and keeping communities connected when it matters most, especially in moments when connectivity can mean the difference between safety and peril,” said Carl Cruz, President and CEO of Globe. 

“Globe’s investments in resilient infrastructure and disaster recovery go beyond restoring service; they are about strengthening the nation’s capacity to stand united and resilient in times of crisis.”

​Globe will activate its Disaster Recovery Plan, fortifying sites, restoring network services, and deploying Network in a Box (NIB) and Cell on Wheels (COW) units to ensure connectivity in critical areas. 

The MMDA will facilitate Globe’s rapid deployment by granting access to priority sites, issuing credentials to personnel, and designating secure equipment locations with power and fuel support.

​This partnership reflects Globe’s broader commitment to nation-building, where consistent and reliable connectivity plays a vital role in enabling government programs, sustaining public services, and investing in disaster readiness and response. 

At the same time, it underscores Globe’s intentional investments in communities, ensuring that families remain connected in times of crisis.

​By aligning with government agencies and reinforcing disaster resilience, Globe demonstrates that connectivity is more than a service; it is a lifeline that strengthens communities and safeguards the nation’s future.

​The MMDA stated that the initiative supports Oplan Metro Yakal Plus, the agency’s disaster response plan for a worst‐case earthquake scenario known as “The Big One.” Under Oplan Metro Yakal Plus, efforts for disaster preparedness and awareness will be initiated at the national level, extending down to local government units, families, and individuals.

​Experts predict that if “The Big One” were to occur, it could happen at any moment, resulting in widespread devastation across Metro Manila, with an estimated 35,000 fatalities in the first hour, over 100,000 injuries, and an economic impact of P2.5 trillion.
