Solon urges OK of successor AFP modernization law

House Minority Leader Marcelino “Nonoy” Libanan called on Congress to prioritize the passage of a successor Armed Forces of the Philippines (AFP) modernization law as the current program nears its 2027 expiration.

Libanan said early legislative action would ensure continuity and long-term planning, allowing a smooth transition to the next phase of military modernization.

The revised AFP Modernization Program, enacted in 2012, covers the acquisition of advanced military equipment, weapons systems, and defense technologies, including intelligence and surveillance capabilities.

Recent milestones include the delivery of two 3,200-ton guided-missile frigates in 2025, complementing earlier vessels delivered in 2020 and 2021, as well as additional Black Hawk helicopters and a new FA-50PH fighter jet contract.

The 2026 General Appropriations Act allocated ₱40 billion for modernization projects, while budget records show over ₱447 billion authorized for the program from 2013 to 2025, including unprogrammed funds.
