Philippine National Police (PNP) acting chief Lt. Gen. Jose Melencio Nartatez Jr. on Sunday ordered his men to exercise command responsibility and close supervision, as well as act decisively on any misconduct within the ranks following a shooting in Sibulan, Negros Oriental that left a civilian and three policemen dead.
Nartatez directed all unit commanders and heads of offices to properly supervise their men in upholding discipline and professionalism in the performance of their duties.
“Command responsibility applies at all levels, and failure to enforce standards will be dealt with in accordance with the law,” he stressed.
Last January 8, SSgt. Bonifacio Saycon reportedly shot dead a woman identified as Sheila Mae Dinanao inside a bar, then killed three fellow policemen who were about to leave the bar aboard a car.
Investigators said prior to the killings, Saycon and the other three police officers, among them Capt. Jose Edrohil Cimafranca, the chief of the Sibulan municipal police station, were drinking inside the bar. The two others were identified as Senior Master Sgt. Tristan Chua, and Pat. Rey Albert Temblor.
Saycon has been arrested will criminal and administrative charges being readied against him, Nartatez said.
He likewise ordered the police chief of Negros Island Region to look at all possible angles that may have led to the shooting incident.
The PNP chief said “airtight” criminal and administrative cases will be filed against the Saycon to ensure that justice will be served.
Nartatez warned all policemen to refrain from engaging in any act that will compromise the integrity and image of the entire PNP.
He said the PNP maintains a policy of zero tolerance for any immoral, illegal, or unethical act that tarnishes the image of the service or erode public confidence.
“All PNP personnel are reminded that they are expected to remain physically, emotionally, and psychologically fit to perform their duties at all times. Any behavior that impairs judgment, weakens control, or poses risk to others is unacceptable,” he said.
“Wearing the uniform is a privilege that carries immense responsibility. Discipline, accountability, and integrity are non-negotiable in ensuring that the organization remains worthy of the trust and confidence of the Filipino people,” Nartatez emphasized.
