Alcantara turns around, denies role in projects

Ex-DPWH engineer claims no evidence against him

Former Department of Public Works and Highways (DPWH) engineer Henry Alcantara has turned around and moved for the dismissal of the cases regarding his involvement in alleged irregularities in flood control projects in Bulacan.

According to a report by Bilyonaryo News Channel on January 9, Alcantara filed the counter-affidavit on January 5, arguing that there is insufficient evidence to support the allegations.

“There is no evidence that I favored any contractor, employee or individual. There is no witness that states I approved irregular payments or instructed preparation of falsified reports,” his affidavit said.

Alcantara further contended that he was kept in the dark due to the deliberate concealment of information by other DPWH employees regarding the anomalous flood control projects in Bulacan.

 “In this case, no witness has testified that I facilitated any payouts,” he added.

This statement contrasts with his testimony during the Senate hearing on September 23, where Alcantara discussed budget insertions and alleged kickbacks involving Senators Joel Villanueva, Jinggoy Estrada, former Senator Ramon “Bong” Revilla Jr., and resigned Ako Bicol representative Zaldy Co.

He said proponents get 25 to 30 percent of the proposed insertions.

Regarding the malversation of public funds, the former DPWH executive stated that he neither authorized nor participated in the creation of ghost projects, reiterating that his fellow employees hid these activities from him.

He also denied any allegations of direct bribery or involvement in the alleged bid-rigging of procurement processes in DPWH projects, emphasizing that such matters did not fall within his responsibilities as a district engineer.

To recall, Alcantara turned over a total of P110 million in cash that he admitted to illegally obtaining from flood control projects.
